Yahoo Publisher Network is only Accepting US Publishers

I was going to sign up for Yahoo Publisher Network Account,but i noticed that Yahoo Publisher Network Is only Accepting publishers from USA,and i was asking my self,why Yahoo Publisher Network is only for US Publishers,while Yahoo Search Marketing is Available for all?

I Think Yahoo Publisher Network should accent all publishers from every where as they accept all Advertisers,because there’s no reason to reject international publishers,if you tell me it still beta,i think also Yahoo Search Marketing is beta and new also.
